Make the garden look tended, not randomly overgrown
Define beds and path edges first, vary plant height second, then add tools and containers where they suggest actual care and use.
A cottage garden can be dense without being shapeless.
Start by deciding where the planted areas end. A bed edge, wall, planter, fence, or path gives the vegetation a boundary. Then vary the height inside that boundary instead of filling the whole yard at one level.
The most convincing detail is often the evidence of maintenance: a watering can, seed tray, pot, trowel, or an intentionally bare patch where someone would stand and work.

The garden should still read if you hide every flower and only look at the larger shapes.
Draw the beds
Use path edges, walls, planters, fences, or terrain changes to define where planting belongs.
Set the height rhythm
Alternate low sprouts and grass with medium flowers and a few taller sunflower or vine moments.
Leave work gaps
Keep some soil and access space visible so the garden looks maintained and the player can read the layout.
Add evidence of care
Place pots, watering tools, seed trays, and a trowel near the parts of the garden where somebody would use them.
Plant hierarchy
Use tall flowers as punctuation, not wallpaper
Use the tallest plants near a wall, corner, gate, or focal object, then step down toward path edges. That creates a simple foreground and background relationship even in a very small garden.
A few taller shapes can organize a bed more effectively than filling it with equal-height flowers.
Work cues
Gardening props make the planting feel intentional
Keep the props in one or two work clusters. If tools appear in every corner, they become noise. One clear potting area and one active watering area are usually enough to imply the routine.
A watering can, pots, seed tray, and trowel turn a flower patch into a place someone actually maintains.
