A few strong zones create more believability than evenly distributed clutter.
Heat and forge
Put the hottest, brightest, and visually heaviest station where it can anchor the room.

Group anvil and hand tools where they read as the next part of the process.
Grinding and finishing
Use the animated grindstone as a secondary station rather than burying it in clutter.
Storage and leftovers
Add workshop details at the edges so the center remains usable and readable.

Keep the strongest tools near the station that would use them. That simple rule makes the workshop feel designed around a process instead of decorated around a theme.

Motion cue
Use the grindstone to make the workshop feel active
One moving object can do more for a workshop than another shelf of static clutter. Use it sparingly and keep it visible from the player’s normal path.
